Personal Seal Registration
Personal seal is equivalent to a signature in other countries. A personal seal which is registered at the City Hall is referred to as "Registered Seal." Registered seal will be necessary when closing important contracts. A "Personal Seal Registration Card" will be issued, once the personal seal has been registered.
Eligibility for Registration
A person with the age of 15 and above, and has processed either a resident registration or an alien registration within the city. Only one personal seal may be registered by an individual.
Personal Seal Registration (when registering in person)
- Where to process
- Contact Service Division in Central Office, or any Contact Service Centers.
- Required items
- Personal seal to be registered, photo ID such as passport or alien registration card
Registerable Personal Seals
- Personal seal engraved with the same full name filed in the alien registration
- Must fit within a square with 8mm to 25mm on each side
Personal Seal Certificate
Personal seal certificate will be necessary in such events as purchasing a car or renting an apartment. Personal seal certificate and personal seal registration card are two different items.

- Contact Service Division in Central Office, or any Contact Service Centers.
- Required items
- Personal seal registration card and processing fee (300 yen per certificate)
